Yep, when plotting the orbital strike it must keyed to a specific peice of terran and a note must be made of it BEFORE the enemy's models are placed on the board and after deployment zones have been declared. I usually show the note to a nuetral spectator as well
When placing the blast marker it can be placed anywhere
within the specified peice of terran and then of course it scatters. Also remember that it
always scatters because of inaccuracy.
