you can rep them as many times as you like but you cant give more Rep than your Power (unless your an Admin and can play around in the special Mod Channel). Also you can't rep someone twice on the same post, so if you recieved 13 rep for a certain post then it'll be multiple people sending rep your way, not just one.

EDIT: i wasn't told about Rep Power thats just the info I uncovered after careful research and trial & error.
