Well the simplest and quickest way to base a model is to use flock, bought from any GW store and most independent stockists.

First paint the base a colour which complements the type of basing material your using (green for grass, white for snow, grey for urban etc.)
Cover the top of the base (don't touch the base's sides or it'll turn out terrible) with watered down PVA glue then dip the model in the tub of flock, shake any excess flock back into the tub and leave the model stand drying for a day or two.
(Flocking is usually the minimum basing requirement for tournies)

I myself use modelling gravel instead of flock. When the glue is dry I apply a little more PVA in uneven patches across the base, then I dip the model in Static grass. This creates a semi-arid appearence that goes well with my Tau's paint scheme.

(dont buy that damned PVA glue that GW sells its not worth the 7 bucks)
Sorry, forgot to mention that you can get huge tubs of PVA for a fraction of GW's price in any art shop.

heres what i do. place white elmers glue (dont buy that damned PVA glue that GW sells its not worth the 7 bucks) put the glue on your base and then slide your base around in some sand or press it into some sand. let this dry then paint chaos black and then dry brush codex gray. it gives it a fertile land/ashen waste/ or a black beach appearance

takes no more than a day to dry and can be done en masse and very quickly

I use saw dust that I got free from work. It is the same as flocking, only you have to paint it. Paint just the top of the base with the color you want it to be, I usually use brown or green. Before the paint dries, dip it in the saw dust, knock off the excess by gently flicking the base with a fingernail, set it aside and go on to the next. Ideally, you should be doing at least 20 models, so that by the time the last one is dipped the first one is dry. When the last one has been "dusted", paint the base sides and the saw dust, then set aside to dry. I have finished 40 models in 80 minutes without really hurrying.
If you don't have a hobby shop handy, (or don't feel like cutting up some boards just for the saw dust) get some of the gravel that they sell in stores for birds. It's clean, it's cheap, and usually readily available. I saw some in the grocery store the other day.

not really

heres how i do it for my world eaters
its a cityfight base
elmers glue on a toothpick, spread it around. put some cut up sprues on the base (very good for rubble =] ) and then dip the base in a tupperware thing of sand. once its all dry i prime the model and once thats dry i drybrush it codex gray and then fortress gray. only after the base is done do i paint the model. i personally never buy flock or static grass cause way to many people have simple grass bases so i wanted to do something different.

this is a good way to do it. if you wnat to add more detail to the base, paint small patches of pva randolmly on the base and repeat the prossess with static grass or static grass. this gives it a slightly more proffessional finish to such a basic job!

the other option for urban stands is glue bits of copper pipe and wire to the bases and base over them. leaves little bits of wire and pip sticking out and gives it a bit more charecter.

or you can be one of those amazing people and create a 29 page story with just one base.

you know the kind that will do a covert ops guard and create walls, barbed wire fence, and etc on that tiny base
