no, the HQ and the command squad count as the same chioce (codex:sm, pg21, space marine characters, point number 2)

in general, retinues/ command squads/ honour guards never 'use up' an HQ slot even though they are treated as a seperate HQ unit from the hero they're bought for.

keep in mind though, these are only proper command type squads! some armies don't have the option for such units...
