Psychic powers mixed with shooting

Since some psychic powers, such as Emperor's Wrath, can be used by Librarians in the shooting phase instead of firing a weapon, but does this mean it has to be one or the other for the entire turn (all 3 of an Epistolary's attacks), or can he shoot twice with a gun and use a psychic power once (or any mixture thereof)?

unless otherwise stated the librarian's assault phase is unaffected by the use of psychic powers, if its a shooting power then unless it states otherwise that power replaces the Marine's ability to use a ranged weapon.

infantry can only ever shoot 1 weapon in the shooting phase unless they have a special rule allowing them to shot more than 1. (ie: seraphim shoot both their guns & count them as twin-linked!)
so if a librarian uses his storm of the emperor's wrath power, then he cannot shoot whatever gun/pistol he's been equiped with.

using a shooting psychic power has no effect on the librarian's number of attacks... he simply must follow the normal rules for shooting - so if his power counts as a 'heavy' type weapon, then he can't assault unless he's wearing termie armour for example!

Okay, and do attacks count towards how many times a psyker may use a psychic power per turn?

For example, a Librarian has 3 attacks, so does that mean he can use Storm of the Emperor's Wrath three times in the shooting phase?

No, unless there is a special rule a psychic power may only be used once per turn. The model's Attack Characteristics have no effect on the psychic power.
