dont think you can do a VDR as it is completely unlike everything. I just tried to come up with a fair pts cost for it.

as far as the psy cannon, well, i think that the lib inside would be able to direct his powers into the weapon inquisitor or not.

Heavy flamer would not be a bad choice either though.

psybolt technology is very rare. it is rummored that the psybolts are created by the golden throne itself; a small portion of the emperor's own psychic being is embuned into each bolt... perhaps a custodes dread and obviously grey knight dreads would have access, but outside of that, only inquisitors can get their hands on such rare and precious technology.

i think it more plausable that you could 'count as' psy bolts, but make it forbidden chaos tech which the chapter secretly uses! (radicals, gotta love how they can find an excuse for everything!)
i'm not saying you can't give a libby dread a psycannon, just that it really does go against the background itself... (so others might see it more as a way to make an 'uberfied dread rather than a totally cool/fun model!)

I was thinking more along the lines that psychic energy would ignore all armor and go straight for the mind.

perhaps make the thing str 7 AP1?

would that work better?

i think having a dread that can;
a) nullify enemy psychic powers
b) carry a pointy death stick
c) use a psychic power
is quite good as is! consider too that you don't want to have to increase the pts value much beyond what it is already, otherwise it'll just be a very cool bull's-eye! (it's still only av12, but it costs about the same as a land raider...)

Do remember that not everything on a libby dread must be psyckic.

Of course you can make it a beam cannon of sorts that basically shoot Scourgings with more AP and more Range, and possibly a relatively mid-high fixed assault value.
or just generally bolts of psychic lightning instead of psy-imbued projectiles, whatever stats
Edit 1: sort of like psi-titans' weapons if i remember correctly. But this would mean he has to be an Epistolary, because the tech isn't exactly easy to come by, so no "lower" librarian would have it, dread or not.

And yes i realise that's stretching it as it is.
